Louisiana Citizens Property Insurance Corporation: A Plain-English Overview

Louisiana Citizens Property Insurance Corporation is the state’s insurer of last resort for property owners who can’t find coverage in the regular market. Official sources say less than you’d like about the details, so this page says clearly what’s confirmed and what isn’t.

2003Created by the LegislaturePer the Louisiana Department of Insurance’s homeowners guide.

What’s confirmed

The Louisiana Department of Insurance (LDI) describes Louisiana Citizens as “the homeowners insurer of last resort for Louisiana property owners” and says it is relevant when you are unable to secure homeowners insurance in the private market. LDI’s Consumer’s Guide says Citizens serves as the insurer of last resort for consumers who can’t obtain property insurance in the regular market, was established legislatively in 2003, and can be reached through any property and casualty producer who places coverage on your behalf. The guide also says Citizens provides supplemental coverage for homeowners whose policies exclude wind and hail damage, particularly on the coast.

Louisiana Citizens itself says it is state-mandated to be more costly than private property insurers, and that since 2008 it has moved selected policies back to private insurers through “depopulation” rounds under La. R.S. 22:2314. It is planning Round 25, with an assumption date of April 1, 2027.

What we could not verify

The official pages we reviewed did not state, in the text we could access, the eligibility test (such as any private-market price comparison), maximum coverage limits, or assessment rules. We are not going to guess. NOT VERIFIED: eligibility thresholds, dollar limits and assessment mechanics — get these from lacitizens.com or your agent before you decide.

If you got a non-renewal notice

Louisiana requires at least 60 days’ notice of non-renewal (see our Louisiana statute page). Use that window to get quotes from private insurers and an agent who can place coverage with Citizens if you’re declined. Our Louisiana guide and Citizens quote guide go further.
