NC Joint Underwriters Insurance (NCJUA/NCIUA): Beach and FAIR Plan Explained
North Carolina has two property insurers of last resort: the FAIR Plan, run by NCJUA, for most of the state, and the Coastal Property Insurance Pool, formerly the Beach Plan, run by NCIUA for coastal areas.
What does NCJUA insurance cover?
NCJUA runs North Carolina’s FAIR Plan, which offers Dwelling Fire and Commercial Fire policies. According to the plan’s coverage page, they include windstorm and other perils such as fire, lightning, and vandalism and malicious mischief, for property everywhere in the state except the beach area, where the Coastal Property Insurance Pool (NCIUA) applies.
The plan defines the beach area as the area south and east of the inland waterway, including the Outer Banks. Any person with an insurable interest in property can apply; the page calls it the “Market of Last Resort” and recommends seeking standard-market coverage first.
The Coastal Property Insurance Pool (NCIUA)
The same page describes the Beach Plan, now officially the Coastal Property Insurance Pool, as covering 18 eligible coastal counties, with the beach area eligible for fire products only. Listed coverage types include Dwelling Fire, Homeowner, Dwelling Windstorm and Hail, Homeowner Windstorm and Hail, Commercial Fire, Commercial Windstorm and Hail, and Crime.
Limits listed
For both plans, the page lists a maximum residential building limit of $1,000,000, with personal property up to 40% of approved building coverage. Commercial limits differ (the FAIR Plan lists $2.5 million; the Coastal pool lists $4 million). These figures come from the plan’s coverage page as we retrieved it in October 2026 and may have changed — confirm with the plan at 1.800.662.7048 before relying on them.
