Citizens Property Insurance · 2026 rate change

Citizens homeowners insurance quote: rates drop 8.8% on July 1, 2026. Here's what it costs.

Citizens Property Insurance is the Florida insurance company of last resort. Unlike California's FAIR Plan, it is getting cheaper this year. But "guaranteed-issue" still comes with real eligibility rules and gaps in insurance coverage. Here's the 2026 rate change, the clearinghouse test that decides if you qualify, and the order to work through it.

−8.8% Multiperil rate change Average decrease in rates set by Florida’s Office of Insurance Regulation: from July 1, 2026 for new policies, at renewal for existing ones. Wind-only policies drop 5.5%, and every personal lines policyholder gets at least a 2% cut.
Eligibility rule to know: under Florida law, Citizens can write a new policy only if no Florida-authorized insurer will offer coverage, or if private offers are more than 20% higher than Citizens’ premium for comparable coverage. Citizens isn’t simply available for the asking.

Getting a quote

Anyone appointed can write it. Not everyone qualifies for it.

Citizens doesn't have the FAIR Plan's broker-only, diligent-search rule. But the clearinghouse check does similar work, automatically.

01

Confirm you actually clear the clearinghouse

Citizens’ Clearinghouse, required by Florida Statute 627.3518, checks private-market offers before an agent places or renews a Citizens policy. You’re eligible only if no private company will offer coverage at its approved rates, or if the private premium is more than 20% higher than Citizens’ for comparable coverage. Ask your agent to run this check and show you the comparison before you assume Citizens is your only option.

Before that check even happens, it's worth seeing what's out there yourself — you can start a comparison here, or check specific carriers directly: State Farm, Progressive, and Liberty Mutual all write homeowners coverage directly, and Insurify pulls quotes from several carriers at once. USAA is another option if you or a family member served — membership is required.

02

Get the wind mitigation inspection done before you apply

A wind mitigation inspection documents features such as wind-rated doors and windows, storm shutters, wind-rated roofing, roof-to-wall attachments and roof shape, and can qualify you for mitigation discounts. Citizens asks you to send the inspector’s report to your agent, who submits it. On a new policy, properly documented credits apply from the start of coverage. Added mid-term, credits for features built into the house date back to the start of the current term, and credits for later improvements apply from the date an authorized inspector certifies them.

03

If you're offered wind-only, price the multiperil pairing in the same call

Citizens offers two main kinds of homeowners insurance coverage: full multiperil and wind-only. In some high-risk wind-pool areas, it will only offer wind-only: wind and hail damage, full stop. You still need a separate private multiperil (HO-3) policy for fire, theft, liability, water damage, and loss-of-use, the same way California's FAIR Plan pairs with a DIC wrap.

Most mortgage lenders require both pieces bound together. Pricing the multiperil half as an afterthought is how homeowners end up with a payment gap their lender flags later.

The paperwork, in order

Sequence matters here too.

Skipping ahead is how homeowners end up ineligible for the policy they applied for. It is also how they miss a mitigation credit they'd already earned.

Step 1

Run the clearinghouse comparison first. Get the private-market comparison in writing before assuming you're Citizens-eligible.

Step 2

Complete the wind mitigation inspection and send the report to your agent with the application, so documented credits apply from the start of coverage.

Step 3

If wind-only, bind the paired multiperil policy with a private carrier for the same effective date — not as a follow-up you get to later.

Step 4

Confirm lender acceptance of the full coverage combination before you consider this done.

Rate changes take effect at each policy's renewal, not the moment the new rate is approved — ask your agent for your specific effective date.

Common questions

What people ask before they call an agent.

How much does a Citizens Property Insurance quote cost in 2026?

It depends on location, dwelling value and construction, and there is no single statewide price. Citizens publishes county-by-county estimates for specific policy types in its 2026 rate kit, linked from its rate announcement. Statewide, multiperil rates fall an average 8.8%: from July 1, 2026 for new policies, and at renewal for existing ones.

Is Citizens Property Insurance getting cheaper in 2026?

Yes. Under rates set by Florida’s Office of Insurance Regulation, Citizens’ homeowners multiperil rates fall an average 8.8% and wind-only rates an average 5.5%, with at least a 2% reduction for every Citizens personal lines policyholder. The new rates apply from July 1, 2026 for new policies and at renewal for existing ones.

Can I buy Citizens directly, or do I need an agent?

You need an agent: only Citizens-appointed agents can sell a Citizens policy, and Citizens’ Agent Look-Up tool finds one near you. The real gate is eligibility. Citizens can write a new policy only if no Florida-authorized insurer will offer coverage, or if private offers are more than 20% higher than Citizens’ premium for comparable coverage.

If I get a Citizens wind-only policy, do I need anything else?

Yes. Wind-only covers wind and hail damage only, so you still need a separate private multiperil policy for fire, theft, liability, water damage and loss of use, the same way California’s FAIR Plan pairs with a DIC policy. Citizens’ Wind-Only Eligibility tool checks by address whether a property may qualify for wind-only coverage.

How does the Citizens clearinghouse eligibility rule work?

Citizens’ Clearinghouse, required by Florida Statute 627.3518, compares private-market offers before an agent places or renews a Citizens policy. You may be eligible for Citizens only if no private company will offer coverage at its approved rates, or if the private premium is more than 20% higher than Citizens’ premium for comparable coverage.

How many policies does Citizens have now?

About 336,000 as of March 2026, down 76% from a peak of 1.41 million in October 2023, according to Citizens. It says most Floridians now have private-market options.
